No you do not. You get some but not all since there are new contributions since that version of the game has been released.

GOTY game is different from the original because all of the DLC that came out for the game, or most of it, is all in the disk. You can download it or get the game of the year edition so if you have the regular fallout 3 for the 360 you are not able download it unless you get the game of the year edition. on one of the websites you can download all the extras' if you have the PC version.
