PG Degree is generaly refered to as Master's Degree (such as MBA degree) and can be provided only by a University. Whereas PG Diploma is valued less than PG Degree, with exception of IIM's (which provide PGDM), which can be provided by any Institute affiliated / registered with Education department of Indian government. In short, PG Degree is anytime more valued than PG Diploma.

If you are want to pursue Mass Comm PG diploma from reputed institue (for example i completed mine from Delhi School of Cmmunication) its good for your career perhaps you could also join it after graduation
if u simply mean wot is the diff b/w pg diploma and masters then the answer is masters(msc) degree = taught part + dissertation proposal + dissertation. after a successful completion of taught part of msc you are eligible to get a post graduate diploma and when u successfully complete your dissertation after taught part you get a masters degree. in other words you are a pg diploma holder when you r preparing or writing or completing your dissertation.
