In Assault on Black Reach you get some paints, but I don't think you get glue because most of that sets models are supposed to snap together.
As for other sets like a battleforce, you don't get paint or glue unless the hobby center you're buying from is having a deal where it is included.
No, unless you buy a paint set obviously.
If you are talking about the warhammer 40k tyranid harpy than get a carnifex glue its tail so that its standing up staight (you can add a flying stand if you want) then use the normal carnifex head but cut off the spike from the enhanced senses head and glue it on the normal head that get some warhammer fantasy dragon wings and glue those on. do NOT glue the legs in just fill the hole with green stuff.
Nails will hold it till glue sets.
Use either the standard Games Workshop plastic glue (it's expensive, but it works) or, in the case of larger models, use glue and pin then to their bases for extra strength.
Super glue is the best thing to use to glue metal models, if theres a tricky piece that keeps falling off when your trying to glue it try using some blue tack to hold it together as it dries.
PVA glue is a liquid till it sets in use, then it's a solid.

Most boxed sets produced by Games Workshop and Citadel Miniatures are good value for money, but whether they have exactly what you want in them is up to you to find out.
Because they are tired ...
