after you defeat blaine, bill will take you to islands 1, 2, and 3. After defeating gym leader #8, the elite four and getting the national dex, talk to celio. He'll ask for a ruby. Go to Mt. Ember. Where the rocket grunts are, that's where you need to go. Battle them both (Pokemon in high 30s) and enter the cave. Explore a while and you should find a ruby.
To Bring: Pokemon in 40s and 50s\ Escape Rope for a quick escape, and Repels to keep away wild Pokemon(optional. You can find wild Magmar in the grass.): Geodude, Graveler, Slugma, Magcargo
Now, bring the ruby to celio and he'll upgrade his machine. He'll ask for a sapphire now. He'll upgrade your map and giv you a rainbow pass so you can go to these places: 1.Kanto 2. Islands 1,2,3 3. Islands 4,5 4. Islands 6,7

To find the Sapphire, you have to go to the place on Seven Island with a bunch of people complaining that they can't get through a "door".
Go to that door, and it will have Braille on it. The braille says CUT on it, so use Cut on the door, it will open. It's easy to find the sapphire, and when you do find it, an annoying Team Rocket member comes in and steals it from you. He doesn't fight you.
ARGH! To get the sapphire back, you have to go to a Team Rocket building, NOT THE ONE IN CELADON. Beat the maze, and you'll find him on a computer. Talk to him and he will fight you. He is quite strong, two of his Pokemon I can remember are a Muk and an Electrode. If you win, he gets really mad and gives you the sapphire.

The seven islands are only available in FireRed and LeafGreen. They are known as the Sevii Islands, but are only available in the remakes of Pokemon Red and Green (Blue in North America). In Pokmon SoulSilver, there are no islands to travel to. However, there are two regions to travel between.
Beat the cinnabar gym. When you get out of the gym Bill will come and ask you if you want to come with him somewhere . Say yes and he'll take you to the sevi islands. You can only go on 1,2, and 3 islands until you beat the Elite Four. When you beat the Elite Four you get to go on all of them. Hope this helped:)
