In order to play a game that you have downloaded and burned to disc on an xbox 360 you have to mod your xbox. If you mod your xbox and log on to xbox live you will be banned.
It allows you to play "backup" or copies of games but can get you banned for Xbox live if caught.

Sorry, but it isn't legitimately possible to download the mod on the Xbox 360 edition. There are very small minor mods you can download in fact, but large ones such as the Pokemon mod are not available. Note that downloading any sort of mod for your game may risk getting you banned from Xbox Live.
Unfortunately, there is no possible way to have god-mode in Black Ops. The only way you could is if you made a MOD for the game. There are MOD's out there, but they can be risky. Like, if you put a mod onto your Xbox, and then you go to Xbox LIVE, you could get banned. :(
