No. The 4th of July is American because that is when the Declaration of Independence was signed. I was in England one 4th and myself and other Americans did celebrate the 4th. We were wished "Happy 4th of July" by the British.
New England is a region of the United States consisting of Maine, New Hampshire, Rhode Island, Connecticut, Massachusetts, and Vermont. So yes, New England does celebrate the Fourth of July, as it is a national holiday.
It's not my favorite holiday; Christmas is.
