To know who sent the certified mail, you usually need to sign for it but the sender's name is typically listed on the green card attached to the mail. Yes. If it is just postal mail, you can sign up for a UPS Store mailbox. They can accept any carrier and any package, and the store will hold it for you, unlike a post office box. (UPS can't deliver to a post office box- some other carriers can't either) You get a suite number, which makes it look more professional. You also get a code to the door so that if you want to get your mail at 3 am while it's closed, you can still come in and check your mail. Some locations even have copy buttons, so you can come into the store anytime you want and make copies on the copy machine. If it is a package, you can specify to send to the store address, and they will hold it for you there. Just make sure you call and let them know they will be expecting a package that is not from one of their mailbox customers!
It depends on what restrictions the sender placed on the package. If the sender has the package "drop shipped" the driver will leave the package at the door without a signature. If the sender requires a signature, then some one has to sign for the package. However, the package comes and no one is home to sign for it, they do leave an information sheet and a place to sign for the package for a future delivery the next business day.
I don't think you have to sign, but they're supposed to deliver it to an actual person (not just put it in the mailbox or leave it on the doorstep). I actually just received two packages that had delivery confirmation on them, though, and the mail delivery person just put them in the mailbox. In the past, I had a package that had delivery confirmation that I had to pick up at the post office because no one was home when they tried to deliver it. I guess it depends on who's delivering it, and the process doesn't seem to be standardized among different post offices and employees.
