No, Entei, Raikou, and Suicune are all in the basement of the Brass Tower. When you go there, the will all flee, and Entei and Raikou will roam Johto. If you check on your map after this event, their icons will be on the map, showing you where they currently are. However, they move a bit everytime you enter or exit a town, and flee the first chance they get everytime you try to battle them, so be prepared for some frustrating times. You could always try your luck with quick balls though!
