Absolutely not. Several years ago laws were passed to prevent cemeteries from forcing their customers from ONLY purchasing tombstones from them.
These days, cemeteries can dictate the size, thickness, style and colors that they will allow but they can be purchased anywhere.
The best prices that I have found for tombstones is from Headstones and Memorials - I added a related link to them. They are wonderful to work with.
