I don't think it comes with the model, in the game I almost positive you have to pay the points for it.
Personally, I don't like the Autocannon, it's only AP4, It can't even take a space marines armor out and it's only 2 shots, I would much rather have a twin-linked heavy bolter or something more purpose built.

It depends, really, but you can't go wrong with a Space Marine Capter Master. Space Marines are very balanced, even their "strongest" models are balanced. An ork deff dread, for example, is very different to a Space Marine Dreadnought. Mainly because they are average at everything and ork characters are generally more close-quarter combat, numbers and sheer luck based. So even characters that are more heavy support and offense based are all-rounders compare to the equivalent of ther armies, as shown before with the dreadnought/deff dread example.
