You don't HAVE to if you don't want to. However wi-fi is where it gets game updates and PSN downloads. If you never want to update anything or download anything, or use things like Near, then you could play without ever connecting it.

If you mean Sprint's regular broadband service, then a PS Vita can connect and go online via a wireless router. However if you mean 3G connectivity, Sony has announced that AT&T will be the only mobile carrier that supports the Vita in the US.
