That can't be right. In the US, at least, many students join up as soon as they graduate from high school. That's either 12 or 13 years of education (depending on whether they attended kindergarten.)
The Army, like all the armed services in the US, requires a high school education or a GED. There may be some limited exceptions, but the current technology level of the weapons systems requires some fairly in depth understanding and reading.

No. You can go in as early as 16 with parent/guardian approval. Any degrees can help with promotion of your rank in the Army. I'm not sure about the other branches about promotion, but I'm positive you don't have to graduate high school to join the armed forces
