No it is not necessary to have a High Definition T.V to play on Xbox Live.
Not to play. You can play singleplayer or multiplayer over xbox live no matter your setup. If you would like to connect another controller and play split-screen however, you must be connected via the hdmi cable, which unless you have an adapter to go from hdmi out to rgb/component in, you do need an hdtv with hdmi input.
Buy it. You need at least xbox live silver, which is free. Doesn't have to be gold. If you want to play with others at home, make sure you have an hdtv, otherwise no splitscreen. If you want to play online, make sure you have xbox live gold, which you have to pay for. Then, connect to the internet. If you have friends on live, invite them or join them, or look online for people willing to play.
Although you do not need an HDTV for an Xbox360 to work you will need an HDTV to be able to get the most resolution out of your Xbox
