You dont need a license if it is under 50cc but anything over you will need one because of how fast the bike can go and because of the damage it can do so yes you do need a motorcycle license in South Carolina.

It depends on the traffic laws in your State, Check with your DMV or the sheriff to get a better idea of what is needed with a license and what is not. In California, any 2 wheel vehicle exceeding the speed of 25mph is required to have a Motorcycle license, even small 49.5 cc scooters that go 30-35mph, but then again, anyone with a 49.5cc scooter will within a few months move up to a 150 or bigger bike anyway, so the motorcycle license isn't so bad to have.

In truth, a scooter is a motorcycle, if you are one to believe it isn't, think about it, if you were a regular person and someone hit you doing 30 mph and you survived, wouldn't you want them penalized in such a way that it would be illegal for them to ever use a 2 wheel vehicle again or atleast within a certain time frame of 5-10 years?

On Tuesday, June 2, 2009, Governor Sanford signed a new law concerning three-wheel motorcycles. Because of this law change, a three-wheel motorcycle endorsement is no longer required to operate a three-wheel motorcycle. Citizens can now operate a three-wheel motorcycle with any class of license except a moped class G license. This law change excludes a motorcycle with a detachable side car. To operate a motorcycle with a detachable side car, the customer must hold a class M motorcycle license. SCDMV will no longer administer three-wheel motorcycle tests.
