If it is private property, a 3 year old could drive a car.
So, no you don't need a permit if it is private property.
I can't see any possible situation where you would be of roading on state or federal property so you're probably safe to do so without a permit.

Mickey Thompson or Super Swampers are the best for off-roading vehicles.

Absolutely!! there are many, many places to go off roading out in the dessert where the beautiful red/brown/orange/peach/cream colored mountains are. Also, there are wonderful walking trails out in the turtle reserve areas.
Off roading
Depending on the individual who is doing the off roading, they can go in both the mud and grass. Some people don't enjoy just going in the mud and rather enjoy the ride itself and everything that can be seen. However, most off roaders really enjoy getting their vehicle dirty and love playing in the mud.

To some extent, yes. It's a solid platform. Depending on how serious you intend to get, how it comes from the factory may not be adequate.
