No. Celebi, like all Pokemon from previous generations must be traded from a 3rd generation game to get receive it, and palpark must be accecable. Then you must catch it. The Celebi caught will be excactly the same as the previous one. The same stats, moves, even nickname will be the same, as well as wether it was shiny or not. So if you were lucky enough to catch a shiny celebi in a previous game, it will still be shiny when caught in diamond/pearl. There is no need for both Dialga and Palkia on pearl to catch it, although with a couple of other legendaries and maybe your strongest regulars you'll have a strong team.
