You can always buy a house. However to get a child to live in it, you must adopt them, and you can only do that with the "Hearthfire" add-on. The add-on also allows you to build your own home, and protect it from enemies like giants or skeevers. The add-on is available for purchase, or it comes with the game on a separate disk for Xbox.
