Last time I checked, only in Emerald did you have to capture every Pokemon for the PokeDex to be complete.
Since Victini is numbered #000 in the Unova pokedex, I'd say yes, you need or see Victini in order to complete the pokedex
The main difference is the exclusive pokemon each have. The games are designed to trade with others in order to obtain all the pokemon for the pokedex. Everything else is the same except the different form of Deoxy's each can obtain through events.the difference is the Pokemon and what Pokemon apear in the game.

Or, if you have Pokemon Colosseum, you could complete the game, trade one of the evolved forms of the starters into Emerald, and breed it with a Pokemon in the same egg group to get one of the starters. A third possibility is to defeat 100 trainers at Mt Battle in Pokemon Colosseum XD and trade it in to Emerald. -------------------------------------------------------------------------------------------------------- The guy above me is COMPLETELY wrong. There's only ONE WAY to get Kanto starters in Emerald, that is to obviously trade the starters over from LeafGreen and or FireRed. That's the only possible way without cheating. Prof. Birch does NOT give you Kanto starters after completing the Hoenn Pokedex he actually gives you the JOHTO starters (Chikorita, Totodile and Cyndaquil) when you complete the Pokedex. But you hafta catch ALL 200 Hoenn Pokemon in order to obtain them. When you do this, Prof. Birch will call you on your Pokenav and tell you he has a surprise for you in his Lab. There you can choose one of the Johto starters.
In order to get caterpie, you need the national pokedex, which is gotten when you see all the Pokemon in the Sinnoh pokedex. Then you need to play with FieRed inserted in the DS, and it will be found on route 204.

Do the following: * Complete the pokemon leuge. * Get all the gold symbols at battle frontier. * Complete the Hoenn pokedex. * Complete all of the master rank contests. and you cant get a five star one it only goes up to 4!

Every single Sinnoh Pokemon can be obtained in either Diamond or Pearl version by a number of ways: 1) Use a cheat code to obtain all Pokemon2) Catch every Pokemon in the game and trade from another3) Recieve events for event PokemonThe Pokemon needed to fill the Sinnoh Pokedex can be caught in the game and its respective other. Once you complete the National Pokedex Professor Oak - or Professor Rowan in DP and Platinum will have unlimited Rare Candies for you. IN ORDER TO GET THIS YOU HAVE TO COMPLETE YOUR NATIONAL POKEDEX.
