FooPets used to allow you to adopt one virtual pet for free, and play the games and everything. But now, in order to become a member, you must pay at least $4.99 a month to keep your account. If you want to get more virtual pets, you must pay even more, not to mention that you have to pay if you want more items and backgrounds. In my opinion, FooPets is a total rip-off, and I would not suggest spending the money on it. I used to be a member before they started making you pay and it wasn't all that fun anyway. And get this- if you don't log in for a while, they take your pets and you have to pay more money to get them back!
FooPets also claims that the site is suitable for children under 13 and it "teaches them learning skills." Even for me, the website was extremely difficult to navigate and I can't imagine the trouble a small child would have. The website taught me nothing except that they are just trying to take away parent's money because their child can't resist the animated pet.

These days, yes.
A few years ago, it was completely free of charge, then they brought in a Paying Customers Only rule, and then you had a choice between a 30-day trial to care for 10 pets daily, or paying, and now all those trial accounts have been deleted, and it's once again paying members only.

FooPets was running low on money, and without making some drastic changes, FooPets would have closed all together. So they made it pay-to-play as a way to increase their money, so they would be able to improve the site and make new features.
Yes. Though it used to be completely free.
