You do and you don't. You can do make Picniks for free, only using certain editing tools\ stickers \ text ect. If you want though, you can pay $2.08 a month and have a premium account. Having a premium account means you can use more things to make your picture edited. I myself, only use the non premium. I still make great pictures for free.
