If a modeling agency is asking you for money upfront before offering you a contract, then it is a scam. Modeling agencies are only allowed to make money based on the commission they make from each job they book you for. Additionally, if an agency wants you to cover the costs of your first photoshoot for your portfolio and for comp cards, they can only do this if you sign a contract first, not before. Some agencies cover the costs, while others ask the model to cover them. This is normal.
Modeling schools and conventions will ask for extraordinary amounts of money but do not turn to these as a way to enter the modeling industry. It is a waste of time and money.
Most new models only pay for their first test shoots if the cost is not covered by the agency. Even then it is usually between $200-600, which can be quickly made back once you start working.

No. They are a modeling school...not an agency. They don't guarantee jobs in modeling. They are a school of modeling and teach the fundamentals of modeling and acting. People pay for classes and they take courses to learn how to model. They have been in business since 1939.
If you get signed to a modeling agency in Malaysia they will train you to become a model. Or if there are modeling schools, you can choose to pay for training as well.
