The fuel filter on the 1998 Tiburon is beside the power brake bootser on the drivers side of the firewall. It is enclosed in a plastic casing and is usually tough to remove - especially if it has never been changed before. You can get a replacement from Hyundai for less than $30 and no, you dont need the copper washers that they try to sell you...Good luck!
There is a plug on the bottom of the transmission to drain it. You will need to heat up the fluid before you drain it. Be very carefull of the hot fluid.
Generally the stabilizer bar end links break before the bar does but the bar can break. You will have to physically inspect the system to find out why it is loose. Worn/damaged stabilizer bar bushings could also be the cause.

The shiftronic transmissions don't have a changeable filter. They are internal just like on the Nissans. If you change the fluid yourself, make sure you get the fluid from the dealership. If you put anything besides Hyundai shitOmatic fluid in it, you'll be replacing the tranny before long.
A lot of transmission places do free checks.. I would start there, because it may need to be fixed before it gets worse.. Dont worry most transmission problems are just small things and don't require replaceing the transmission.. hope that helps till a better answer is posted.

Yes, you can crack the transmission pan before damaging the transmission.
IAT - Intake(or incomming) air temperature sensor. It will be located along the air intake tube. It is usually either on the airbox or right after. Before you get to the mass airflow sensor. It usually just is held in the tube by a grommet. Undo the connector and pull it out.
