If you mean make a new character in order to play the dead money dlc then no you can use an existing character.

Yes, it is possible. Not recommended. You meet much more useful companions for the quest throughout the storyline for Dead Money, and without the right companions; the whole DLC can get quite frustrating.
well currently there is only the add-on Dead Money but soon there will be another add-on called Honest Hearts, it will be compatible on all systems.
