to get the national pokedex you have to complete the shiono pokedex, then go to Prof. Birch's lab and their should be a cut scence where Prof. Birch comes and gives you the national pokedex.

Zangoose, but it's not in the Sinnoh region. So it's in the national dex. Its in the Hoenn region.
As in, can you catch them inside the Hoenn Region?
200 species all though if you do the math yourself the actual hoenn Pokemon species count is 135 but the hoenn dex includes a few kanto species and johto species that's why its 200 instead.
If by Salamence the Pokemon and if you mean his Pokedex number, then the answer is 373 if you are referring to the National Dex and 189 if you are referring to the Hoenn Dex.
