you can take a boating safety course depending on where you live so it all depends and i think you have to be at least 13 or 14 in some ares.
In Michigan they are the same thing, the boaters safety class covers both. If you have your boaters safety license you can legally operate at jet-ski at age 16. However, without a boaters safety license you can still operate a boat at age 16 but not a jet-ski. In the state of Michigan you have to be age 31 to operate a jet-ski without a license.

I believe you have to be at least 16 years old and have a boat safety license...I'm not completely sure on the license tho but it's no hard to get...you can get it online for free and it only take like 10 min.
