This law varies from state to state. In Kansas, for instance, if you fail the test twice in a short period of time, then you do have to wait 6 months before you can take it again. In the state of Kentucky, all you have to do is go the the Department of Motor Vehicles, where you first got your permit, and renew it. You will have to pay the renewal fee, but you do not have to wait another 6 months. You could more than likely call your local DMV and they can give you the state specific answer.

You're going to have to pay for the permit... no two ways about it. If you take the written tests, the only thing you'll have to pay for until you get an actual CDL is the permit itself, and you can take those tests at the DMV - you don't have to go to a truck driving school for that.
