Yes. If it isn't on the plan it won't get included in the circuiting and most certainly won't get included in your bid or, most importantly, your project.
Rule of Thumb - anything you want included in your final project must be included somewhere in Bid Documents and Permit Documents.
Typically, anything that requires electricity needs to be included on an electrical plan. The electrical plan for recessed lighting is typically the Architects reflected ceiling plan with circuiting information overlaid on top. Hopefully, your recessed lighting is included on said plan.
Electricity is generally not involved in a plumbing project, unless you plan to install recessed lighting over the shower area. For the most part, plumbing and wiring are kept separate.

You need to be more specific about what type of electrical plan
Electrical floorplans don't have dimensions
If it is an engineered set of electrical plans you need written permission from the engineer to change any materials on the specified plan.If the plans are not engineered specific then you need to get authorisation from the customer to use different lighting fixtures. No matter which way you go, the one thing that has to be adhered to is that the lighting fixtures must be CSA or UL approved devices. If the fixtures do not have these safety approvals you run the risk of the electrical project not getting an electrical approval for connection to an utility supply.Remember there is a lot of Chinese counterfeit electrical equipment that is cheap to buy in the market place but it is not safe to use. Check with your insurance company on the subject if in doubt.
When you make an action plan, you should include influences.
If you are receiving a small business grant it is best to include it in your business plan. If you include it in your plan you are able to show a better profit/loss statement.

You should have an agreement if you are hiring someone to plan and create a garden for you. Some people pay to just have the plan done. And some also pay to have someone do the work. You should look at other gardens that the landscaper designed or created. Your garden plan should show hardscape, elevation, and drainage. Some include lighting as well. You should tell the designer what you want to do in your garden.
