No... to drive a bus unsupervised, you need an unrestricted, full-on CDL license, with a passenger endorsement. You may not legally operate a bus - loaded or empty - otherwise.
In most places you need a Chauffeurs permit AKA a hack license (same like taxi drivers) in florida you do not need a special license until you transport over 12 people or drive a bus/shuttle but you do need the hack permit which is issued on the county level.
