Only if it's either a bus designed to transport more than 15 persons (including the driver) or else is transporting a quantity of hazardous materials which requires placards to be displayed. If you're operating it across state lines, you will be required to have a DOT medical card, though.

Usually, no. However, New York state requires that vehicle over 18,000 lbs. GVWR which is operated on a for-hire basis or in which the driver is operating on a for-hire basis be operated by a CDL licenced driver. Additionally, vehicles of any weight rating which are hauling placarded quantities of hazardous material, or which are designed to transport more than 15 persons (including the driver) requires a CDL and corresponding endorsements.
