You can just use your bank account, if you want. When you set up automatic PayPal payments to pay your eBay seller fees, the money that you owe will be taken from your PayPal balance. If you don't have enough in there, the remainder will be taken from whichever funding source you have added to your PayPal account. Assuming that you only have your bank account registered, the remainder will be taken from there. Should you have both your bank account and a credit card registered, the order that they are used to fund purchases/eBay fees is as follows:
