In Florida you do not need a motorcycle licence but you need a Class E Drivers License to operate any motor vehicle on a public roadway. Check with your states D.L. office.
Yes, you will need a motorcycle only license or motorcycle endorsement on your regular license. Virginia does not require a motorcycle license or endorsement for a scooter or moped. A scooter or moped is defined as having an engine less than 50cc's and your is larger than that.
A 15 year old can drive a moped so i would assume that a 15 year old can also drive a mini motorcycle
It depends on the size of the engine. Here in Wisconsin, under 50cc does not require a license. Check with the DMV, they will have the info on engine size requirements and motorcycle licenses.
Most of the time.
NO
Under the Motor vehicle act- Mini choppers are considered illegal- however, not sure what is defined as a mini-chopper - if its the size of a pocket bike then definitely illegal. If its big enough to be considered a scooter, it may be licensed as an Low Speed motorcycle (LSM) which has certain restrictions, such as 49cc or less, does not go faster than 70kph. You do not need an MC license for an LSM but you do need some kind of drivers license, preferably a class 5, although you may be able to drive with a class 7.

A mini chopper can be driven on the freeway as long as it is considered legal. The mini chopper will need to have a title, license plate and need to be inspected by the DMV.
