If its big enough to be considered a scooter, it may be licensed as an Low Speed motorcycle (LSM) which has certain restrictions, such as 49cc or less, does not go faster than 70kph. You do not need an MC license for an LSM but you do need some kind of drivers license, preferably a class 5, although you may be able to drive with a class 7.
