You'll have to define what you mean by "assault rifle". A true assault rifle has a select fire option (full auto or burst). You need an NFA Class III tax stamp and pay the BATFE a $200 transfer tax in order to legally purchase a transferable one in the United States. And good luck getting approved for that in North Carolina. And if you live in Wake, Johnston, or Cumberland County, don't even waste your time - especially in Johnston County, where Sheriff Steve Bizzel is especially wary of anything which the News & Observer (who have it in for him badly) could attack him for.

As for semi auto rifles with scary looking cosmetic features, no permit is required for those. North Carolina does not require a permit to purchase an ordinary Title I long gun. However, there is a pistol permit system, where you must either relinquish a valid pistol permit (purchased through your County Sheriff's Office), or present a valid North Carolina Concealed Carry Permit in order to buy a handgun.
