It depends on what country you are in and the library itself. Different library have different regulations, you may wish to check with the library. But in my country there's no need for a library card.

If you are in need of a library card, then you can visit your local library for a card. You can make an account there. I don't really know anything about card catalogs. For me i visit the library and go to the helping center to create a library account and they just give me a library card. :)

In my area (grand rapids mi.) we have access to "Chilton's" through our public library online. Just need a library card. Check your local library's website and see if they offer it to you as well.
well, you'd have to go to a library, and fill out a form sign it, give it to a librarian and she'll give you a library card that you then need to sign your name on you then say thank you and give him (for girl) or her (for boy) a kiss. and then you're free to check out what ever you want.you go to your local library.
