If you are leaving the United States, then the answer is yes, because you must show that you are a legal citizen of the USA, and that if you commit crime it is the USA's responsibility, and not the country that your going to.

If the cruise docks in foreign lands where a passport is required, then yes. It's best these days for everyone to have a passport when traveling abroad or on the seas.

If you are boarding the ship on US soil you don't need it, but it is recommended to have one as an ID document.
