Not in the UK, unless the amount of foreign exchange is large. A few years ago the limit was around 3000 euros.

Nevertheless the clerk at the foreign exchange desk will ask for identification; Tell him you are not carrying any. Next he will ask for your address; tell him you live in France (he will not want to know this address). After that he will change your money.

Yes you do. You are travelling from either the UK to France - or from France to the UK. Passport checks are in operation, and you must have a valid passport or you will be refused.
