You can use either "00" or "+" to access international dialling from mobile phones in England and the rest of the United Kingdom.

For North America, you then need the country code of "1" followed by the full ten-digit American phone number.

The telephone number you dial to reach a specific mobile phone does not change based on where the mobile phone is physically located at the time. Thus, if you are calling a mobile phone from your own country that happens to be abroad at the moment, you do not need a country code. However, if you are calling a mobile phone that is from Another Country, you do need a country code, even if the mobile is in the same room with you.

To call from the UK to the USA, dial 00 + 1 + area code + number. The area code is always 3 digits, and the rest of the number is always 7 digits. Mobile numbers use the same geographic area codes as landlines.

To call from the USA to the UK, dial 011 + 44 + UK area code (without the leading '0') + number. The area code and number can have different lengths, depending on the size of the city or town you're calling. Mobiles have their own separate codes that do not depend on location within the UK. Mobile numbers begin with +44 7.

No. Just call in the normal way and if the phone you are calling has international roaming it will get your call.

Nope ! Just text it as if it was still in the UK. The network knows the location of both mobile phones, and will route the text as necessary.
