It depends what kind of turtle it is.Some turtles do not need water and can be kept in a room,or big area.

I'm sorry but no turtle can live in a 2.5 gallon tank. You will need a least a 20 gallon tank and that is even iffy when they grow up I would say get a 30-40 gallon tank for one turtle.
Yes. Yes. Yes. If the turtle is in a tank. Any tank, any size, you need a filter. Turtles are dirty and the only time you don't need a filter is if the turtle is in a LARGE pond and even then if there is more than one turtle I'd probably still have a filter.
