It uses Wi-Fi internet, which is available in places with a wireless router. The DSi is equipped with wireless capabilities but doesn't "have" internet. In other words, if you already have wireless internet or are in a place that has it, you don't have to pay anything more.
The DSi is not like a mobile telephone, the internet charge is not metered by minutes or bandwidth used. Just like a PC, the DSi connects to a router - the router is a paid service provided by an ISP, but the payment is a fixed amount. It doesn't matter how many wireless devices connect to that router, the charge is still the same, the additional devices do not incur further charges. So technically it is 'free', but you must have access to your own wireless signal first.
