Any foreigner needs a Letter of Invitation from the Royal Family or a Letter of Employment AS WELL AS a Visa to enter Saudi Arabia. There is no tourism. It is a Kingdom and you must be invited (either for pleasure or -mostly- for work). It is not a free country and you enter at the grace of the Royal Family.
Of course Cameroonian citzens are allowed to enter Cyprus providing they have a valid passport. As to whether there are any scheduled air flights from Cameroon to Cyprus though, I can't say- possibly not, it may be necessary to travel to another African country that DOES have them.
