One can visit Bulgaria at any time by getting short term visa (tourism, visiting relatives/friends, seminar-symposia, invited guests etc).
For long term visa: such as Worker, Student, to stay with spouse, to do business one has to apply for a 'D' Type visa. For this visa one has to provide documents with support for applying to 5this D category visa. D type of visa is not a specific one for Bulgaria (its common to visit EU/EEC, Schengen countries).
