You need to purchase the original WoW and The Burning Crusade for the keys. You will not need those install discs, because WotLK includes the full game on the disc. The easiest way to get it is to purchase the game online and then download the installer. It will install everything up to the latest patch. Installing from the disc will take nearly as long as downloading the entire game, and then you will have to download all the patches separately. It will take FOREVER!!!
Honestly though, unless you want to play Draenai or Blood elf, or be a jewelcrafter, there's no reason to purchase TBC until you hit 58. WotLK adds Inscription, so if you want that, you'll need to buy all three right from the start.
Burning Crusade (and Wrath of the Lich King) is an expansion pack to World of Warcraft. When you upgrade to Burning Crusade/Wrath of the Lich King, you are actually upgrading your account, not the software. The client is automatically updated when expansions come out.
