If you can trade with your friend, even temporarily, then you can access the amazing Pokemon Rayquaza.If you don't have wi-fi connection then getting the opposite game can help you fill your pokedex as there are some exclusive Pokemon in each game (Vulpix to SoulSilver, Growlithe to HeartGold etc.).It also depends on weather you like Lugia or Ho-oh better and if you are planning on training them. If you are then get the game with the corresponding Pokemon on the cover as you catch them earlier and get to train with them for longer. It is easier to catch the cover star of the game in the corresponding game.If you just want to get the strongest legendary then get the game with the opposite cover star as you can catch the Pokemon you want at a higher level.e.g. If you want the strongest wild Lugia then get HeartGold. They're both kind of the same, the big difference really is what legend you want first. They DON'T HAVE A GENDER, and the reason Ho-Oh is 'more powerful' is because in SoulSilver you get it much later at about level.. 70 I think? It's pretty high, but if you get Heartgold it will be backwards and Lugia comes later at a higher level, while Ho-Oh comes first at level 45. This probably has to do with the fact that Lugia is the SoulSilver mascot and Ho-Oh is the HeartGold one.(If I'm wrong please correct meh. x0)Oh, and i would get SoulSilver because Lugia can defeat Ho-Oh easy if you train it, and I like lugia better. xD

Pokemon soul silver is better then Pokemon heart gold - Well I can't say, because I've only played soulsilver. Soulsilver is AWESOME. Just so you know :D But I have a lot of Pokemon-obsessed friends who've played both, and most of them say soulsilver is better. But they're basically the same game (with a slightly different plot), except in Soulsilver, the main legendary Pokemon is Lugia, and in Heartgold it's Ho-oh. So, which do you like better, Lugia or Ho-oh? Or if you can find a large price difference I'd buy the cheaper one, but I think they cost about the same. Anyways I would go with soulsilver, but they're basically the same so it really doesn't matter. PS: you can get it with or without the pokewalker- I would definitely get it with the pokewalker

If your talking about Lugia from pokemon silver or SoulSilver then you need the silver wing for SIlver version. But for SoulSilver its a little different you will have to beat The kimono sisters then they you will have to meet them in the whirlpool islands watch a cutscene where they dance and lugia appear and fight Lugia where you can kill or catch it. But for HeartGold I dont remember how you get the wing for it but you must beat the game first before you catch Lugia.
You cannot catch Lugia in Pokemon Black or White. You need to transfer it from another, earlier version Like SoulSilver or HeartGold.

If you have Soulsilver, you need a Pokemon that knows the following moves: Flash Surf Whirlpool Sweet Scent Go to where you caught Lugia and then use sweet scent. If you're really lucky, Arceus will come.
In Pokemon Heartgold you need Ho-Oh before going to the Elite Four/Pokemon League so I am sure it's the same for Pokemon Soulsilver.
