No, you do not need to beat red, but Groudon is in Soul Silver only. To get him in Soul Silver, you just need to obtain the national dex and a Kanto starter, and then talk to Mr. Pokemon for a Red Orb. With the Red Orb, you then go to the Embedded Tower on route 47. Inside, you'll be able to battle Groudon.
In Heart Gold you'll be able to get the Blue Orb, which will allow you to catch Kyogre. If you have both games and transfer a Groudon caught in the tower to your Heart Gold game and have caught the Kyogre in Heart Gold, you can show them to Professor Oak, who will then give you the Jade Orb, which can be used to capture Rayquaza.
