Yes, you will need to download and install Survival of the Pack (Slough Creek / Episode 2) in order to have puppies. You cannot have pups in version 1.6.x and below.

You earn pups in Epidsode 2.5: Slough Creek. You must complete a few quests before you get the pups, however.
The aim of WolfQuest Episode 2: Slough Creek is to find a den for you and your mate then raise your pups. You need to keep them from danger and give them love. The pups start off 6 weeks old. it is in between aspen heights and the east creek den- in that open meadow in aspen. NOTE: do NOT go to the ranch when you have the east creek den when you have pups, you will end up in the aspen den and your mate with you so your pups are unprotected...
Not what I know. No, not if your in single player or multiplayer. In multiplayer, you can role play to have pups[ not a mate though]. You can only have wolf pups in slough creek. Hope this answer helped!
In late November, when Slough Creek comes out (Nov. 20-30th) your wolf pair that you have right now in Single Player will have a family of pups, but until then no pup :(
