Yes. Water is fine. Follow the manufacturer's instructions for the minimum level necessary.
Crock pots are made of a ceramic material, which does not tolerate expansion. If one side is heated with food, it will be cooler than the other side which is heated empty. Even if you don't crack the pot in one use, you have created stress that can crack the glazing.
If you have run the pot with only one side filled, look for paler marks - especially in the area where the temperature would have been different (between the halves) and at bends. The cracks might start out too small to see as cracks, but the color change reveals them.
If you see such markings, do not use the pot again without liners. Once water or food enters the cracks, the problem will progress until the pot is unusable.
Allow about an inch at the top of the crock pot. That allows for the heat to circulate.
Thick foam strip (1/4 inch thick) with adhesive on one or both sides used to fill in gaps (or spaces).
One might be required to fill out an accident claim form if one has had a car accident and wishes to claim costs of repairing the vehicle from one's insurance. After an accident both sides should fill in their own forms.

Fill in the blanks so that the shape makes a square and find the area of that. Then find the area of the shape you added. When you have both areas, subtract the greater from the smaller.
Just unscrew the mounting bolts on both sides and tape up mid tail light wires. You can fill the holes in many ways.
No. Just add enough water to fill the basin 1/4 of the way. The juices from the roast will add more liquid.
