No, you don't need the National Dex to evolve Haunter in Pokemon SoulSilver. You just need to trade it with a friend then trade it back. Then, you have a Gengar!

You can use these on the Pokewalker to find an item (need 3 watts), catch Pokemon (10 watts), or save them, and send them back to your Heartgold/Soulsilver game to unlock more routes to stoll on with your Pokemon. Don't worry; you get a watt per every about 15 steps or so.

There is no NPC who you can trade a Haunter to for a Gengar in Pokemon Crystal. To get Gengar you will need to trade with another player or a copy of Pokemon Gold, Silver or Crystal.
