The skid plate does not have to be removed in order to access and change the filter.
There is no restrictor plate on this engine. Speed is controlled by the ECU.

remove the bak seat and there is a plate that has three screws. remove and then look at the fuel tank. remove the top plate of the take and all the lines then you can take the sending unit out. then just unscrew the lines and pop off the fuel pump. make sure you unhook the battery though.

You would need a nut driver, keys, and a Honda. Remove the license plate from your Saturn with the nut driver. Attach it to the Honda. Put the keys in the Honda. Drive away.
