U need to take either the SAT or ACT to get into a four year college. You only need to take what the highschool requires which is usually one or the other or sometimes both, and if the "reasoning test" is part of the SAT that they give then yes you do, however you do not need to take the SAT II which is for specialty areas.
The SAT is required by most universities in America. The sad facts about the SAT is that they are proven to assess one's intelligence or how they will perform at college (studies do prove this statement). However, to get into college, many universities do require that an applicant takes either the SAT or the ACT. Your answer, in short, you need to take the SAT (or ACT) if you would like to go to college.* *Please note, there are some institutions in which do not require an applicant to take a standardized test, but these institutitons are few.
If you are interested in going to college you need to take the SAT or the ACT. If you are not interested in going to college then taking the tests would serve no purpose to you. Most college accept both tests, but look into what the college you want to go to requires.
