You will just receive 1 of the Kanto Starter Pokémon from Professor Oak in SoulSilver meaning you will need to choose between Bulbasaur, Charmander and Squirtle.
Cyndaquil is a starter pokemon from the Johto region and like all starters, it cannot be found in the wild. You receive it as a gift from Professor Elm and it will become your first pokemon. You may only get the Blue Orb in PokeMon HeartGold; the Red Orb you receive in SoulSilver. In order to get the orb, you need to get the National PokeDex and starter PokeMon from Professor Oak. From there you talk to Mr. PokeMon who gives you the respective orb for your game.
PokeMon #383 is the legendary PokeMon of PokeMon Ruby, Groudon. Unfortunately, it can only be captured in SoulSilver, not HeartGold. In SoulSilver, after receiving the National PokeDex and the starter PokeMon from Professor Oak, you talk to Mr. PokeMon who gives you a Red Orb. You take that to the Embedded Tower on Route 47.
